I don't know where you are (or if it varies by state) but in California, you have 60 days to appeal the termination of parental rights before the paperwork can be filed to the state requesting the child be freed for adoption. You must not miss this 60 day deadline or I think you have no other option...

I wish I could be more helpful, but many of your questions are way beyond anything I have had personal experience with. It certainly makes sense to me that they don't like to send children across state lines because then the workers (or "God" as I believe they refer to themselves) probably...
