Has Anyone Heard Of This

I talked to the SW and we are suppose to have a permanency hearing in April or May. She said if it doesn't happen by June she can make a recommendation to dismiss the case. Has anyone ever heard of this?

Does the appeals stay the legal case? I was under the impression that it does not, that if you wanted a stay you had to motion for it. If it does, then CPS will continue to have an open case until determination?
