According to the Child Welfare League of America (CWLA), in an article I read about a year ago on their website, there are no less than 21 sources of Federal Funding or Reimbursement to the states. The articles suddenly disappeared soon after I read it.

I think they still get a partial reimbursement for operation and administrative expenses under Title XX and Title XIII of the Social Security Act when children are in relative care. They do not get the money for foster care placement under IV-A and IV-B of the SS Act.

I am confused.

Is it what they wear that makes us angry or what they do?

Should not we be taking action to fix the problem instead of talking about the fact that the problem exists. I am convinced, THE PROBLEM EXISTS and CPS is the problem.
