You do not have to let them in without a proper warrant.
When my husband asked the ACLU about this same issue he was told that here are cases against CPS and pretty much that they were not going to take our case becouse of the number of cases that they have against CPS now.

The Mckay scholarship i
It is a scholarship for children with an indavidual education plan to give them an opportunity to go to a different school basically. I do not think it is connected to DCF.
