In Texas unless your rights have been terminated by court action then you have access to all medical records. CPS only has TMC of your child.

f you or the babytest positive for any illegal drugs removal
is required if any child is in TMC in Texas. If no drugs and you receive pre-matal care there is no reason for removal. Also any investigations would be long closed by delirery date. FBSS is a program paid for with Federal Money

CPS and Juv. Legal System in Texas
The Texas Jov Legal and System and CPS do not even operate under the same set of laws. CPS is Texas Family Code and Juv nis Texas Criminal Code.
Juv and CPS almost never cooperate in any cases. JUV usually is trying to get CPS to take their problem cases that they cannot send to TYC.
