It doesn't matter if CPS has full and legal custody of the child, if the parents haven't been tpr'd, then they can request outside psych evals. Of course, CPS will fight you on it but the child is still your child and you still have full parental rights. Also, the child can have a GAL and a real law...

"Child services are underfunded and inadequate in a lot of states. " This is the most common excuse given to the media when CPS is asked why did you take the kids or why didn't you take the kids.
