What makes you say "dcf still has to come out"? On what basis? If your case was dimissed, that's the end of it, any more involvement on DCF's part is pure harrassment and as long as you don't consent, constitutes violation of your 4th Amendment rights.

I heard Australia and New Zealand are the same or worse than the US. Switzerland was the worst up until the 50's. The Nordic countries were similar to the US at one time and I believe either in Norway or Sweden, there is a class action suit by those who were in foster care. Britain has many problems...

The Constitution supersedes all other laws and all federal law supersedes state law, this is a fact because federal government is the overriding government. States are sovereign and have certain rights and immunities but when a state law conflicts with a federal law, the federal law trumps it.
