One other thing. You said the caseworker violated HIPAA. I believe, technically, it's hospitals and doctors who violate HIPAA. If the police aren't being cooperative, perhaps you could take your evidence direct to your county or city prosecutor. Also consider contacting your state child protection ombudsman and your elected state representatives.

I hope one day there is an end to cps's "I am God " or (above God) mentality & practices. Not until we educate the public a lot better. We have to expose the truth: that CPS operates outside normal Constitutional guidelines, and that their intervention is not always warranted or benign.

If you are acting pro se, do you also have the right to subpoena files? Or can the court do that for you? It goes without saying that you're going to need your own copy of that file to protect yourself and your daughter.
