I did a search for Title IV on this forum, and found many hits, but couldn't find any devoted just to Title IV.

Subpart 2 is Promoting Safe and Stable Families


Section 438 of Promoting Safe and Stable Families
is Entitlement Funding for State Courts

This is essentially court bribes incorporated into the legislation.

A search on the Web for Safe and Stable Families along with "courts" will give links for the various states and projects.

The general name for court funding is "Court Improvement Projects" or something to that effect. These are considered grant awards.

I started this thread to serve as a link to another thread on "Court Improvement Projects," so people could look up their own state and post comments.

This shows that Virginia courts do not have transcripts, and courts just rubber-stamp foster care claims that prevention and reunification services were provided, without the need for actual evidence preserved in court transcripts.

It also shows that before children are taken into foster care, social security of one child is counted as income, making other children in family ineligible for financial assistance.

But after being taken into foster care, social security goes with the child, making the other children eligible for Title IV funding, I suppose. This leaves the parent behind, with no children and no social security income.

Yet if the parent applies for HUD subsidized housing, she must again count social security as family income.

Yet foster parents do not count Title IV maintenance payments as income. Adoption assistance is counted differently from either of the above, I forget how.
