This is BS, the provisions of the Constitution applies to everyone, this was upheld by several higher courts, including the Supreme Court. CPS loves to try to be an exception to the Constitution and they have tried this claim many times. If that were true, CPS should be able to rule over Congress and the White House.
Calabretta v. Floyd (9th Cir. 1999) Warrant-less Search
There is no exception to the warrant requirement for social workers in the context of a child abuse investigation. A social worker may not force their way into a home without a search warrant in absence of an emergency. Police officers and social workers are not immune for coercing or forcing entry into a person's home to investigate suspected child abuse, interrogation of a child, and strip search of a child, without a search warrant or special exigency.. -- Just the highlights. 189 F. 3d 808.

Also, to note, if a CPS agent and/or Police Officer violate ANY constitutional right, and it's provable (caught on video), they can and will lose their Judicial Immunity to Civil Lawsuits in that particular case.
Sue away and win when that happens.

"The lie can be maintained only for such time as the State can shield the people from the political, economic and/or military consequences of the lie. It thus becomes vitally important for the State to use all of its powers to repress dissent, for truth is the mortal enemy of the lie, and thus by extension, the truth becomes the greatest enemy of the State." —Dr. Joseph M. Goebbels, Hitler’s Propaganda Minister

For the record, the Stumbo decision was overturned in higher court two years later. The decision you cited doesn't stand.

That's why our children now carry cards identifying them as HSLDA members on one side and informing case workers of their rights on the other.
Sad when our kids have to "carry papers".
