State Policy- Intake

Each State has a system to receive and respond to reports of possible child abuse and neglect.

Identity of Reporters (VA)
The local department is supposed to protect a reporter’s identity, but the CPS worker failed to do that.

Screening of Complaints (VA)
There is no indication that the Agency screened the original complaints or reports as high priority.

Retention of Records (VA)
It is Virginia CPS policy that the Department of Social Services should retain invalid complaints for one year.

Multiple Assessments (VA)
There is no reason that the Agency should have taken subsequent complaints as new reports, resulting in multiple assessments.

Merit of complaints (VA)
It is Virginia CPS policy that retention of invalid complaints is not based on the department’s determination of merit, but is based on the allegations of the caller.
