They are not supposed to be biased, but neutral and professional. They are not supposed to be suggestive to the child as to confuse him or her to favor them over a Parent.
Put it in writing! Put the so called evidence in letter to Caseworker, Director, Supervisor, and cc to everyone. Keep copies to yourself and keep these evidence in your Files! Use them for Court purposes in the Future. Once you write a letter to them, the evidence is now in writing, and they cannot change whatsoever. cc. email to yourself to know that you have received them. So they cannot say they didn't receive them. If they do not respond to your email or whatsover, or a Letter, it becomes automatic confirmation that the evidence is true and absolute truth.
If nothing is being done, you can write a letter and also cc. this letter to the State Ombudsman in your State. State Ombudsman is the one that investigate any wrongdoings on CPS part and held them accountable for their wrong actions.
Do you have a Lawyer? If so, keep the Evidence and keep the Originals in your Files though and give copies to your Lawyer. Be sure to include damaging evidence in Declaration of Facts for Court so this way it will go in Court Records and CPS cannot change the facts.
That is all I can think of on top of my head, maybe other members has more ideas to suggest what you can do with the damaging evidence against them.

What confidential laws? They break it every day! I have seen them sharing information with a Third Party.
Ask the Lawyer if the clause is to protect the said Child's name, if not, it is not needed to protect the social worker's immunity! They think they have immunity, but they don't, according to the Law. If he is talking about protecting the anyamous hot line caller. Too bad. You need to protect your Family from these whackos. Once they bring it up, you have the right to question the accuser in Court. (Criminal Courts).
Forget the Confidentiality Laws, your Family is at stake! You have the right to defend your own Family over these sharks. They could claim that they are protecting the Child by containing his or her name and containing the records, but it is baloney, because they release information with a Third Party every day. Third Party being Third Party Service Providers. It is not protecting your Child, it is in risk of endangering him or her with suggestive information suggesting him or her that the Parent is no good, and chose safe haven over a Parent?

Like for example: Your Dad is a very bad parent, you should put him in Prison for what he did to you. That statement can DAMAGE A CHILD's MENTAL STATE ALONE!!!! A Social Worker's Code of Ethics should have been empathic to the Child's needs, not their needs over the said Child.

Where can you get a copy of their license number to file a complaint with the Board of Social Workers or whatever name they call themselves?

I was told that a license is not required to be a social worker.
A license isn't required to be a CPS worker, all CPS workers are however, required to adhere to standards of conduct set for all licensed social workers..

Yes, we often get confused with the term CASEWORKER, SOCIAL WORKER and INVESTIGATOR.
Entirely different terms but you are right, they must adhere to the same policies and code of ethics, like rules of the law. But sadly, they usually don't follow them.
CASEWORKERS, don't require licenses.
Social Workers including therapists, counsellors, pch. doctor, requires license to practice in that field to help clients.
Investigators, just merely investigate the case to see if there any wrongdoings on the Parent's part. Here, sometimes don't require a license to be an investigator. They just check records, criminal records, schools, question people, doctors, and whatnots.
Some Social workers, Caseworkers just straight out of highschool and college. Fresh out of college, and very young at age, underexperienced, and underqualified. some over worked and stayed there for only 6 years. The longest would stay there up to 10 to 20 years.
It all depends who you are dealing with.
The most dangerous work I would not work with are the ones that are not educated, fresh out of high school, and not qualified, not licensed or whatever. I would rather work with the ones that went to College/University and licensed. AND more experienced/qualified for the job.
