A Glossary of Terms

I am trying to put together a Glossary of Terms, such as meanings like this.

TPR....Termination of Parental Rights permanently ends the legal parent-child relationship. After parental rights have been terminated, a child may be adopted without parental consent. Termination may be voluntary, based on the informed consent of the parent, or termination may be involuntary, following court proceedings brought against the parent

When I came on the board I found I did not understand some of the posts because of what I call the shorthand version of CPS language etc. I thought it would be handy for people to go to one place and see what the meaning of some of these terms are.

I need your help though in compiling the information. If you could post a term being used to this post I can add it to the Glossary. Linda said that she would put it on the forums once I get it going. Each forum would have one so that all one has to do is go to the glossary index to find out what a term means. It will be a sticky on each forum for convenience.

These are the terms I have so far. Also there is a separate section below for terms used in your files when you are reading them

ACF......Administration for Children & Familes

AFRA.....American Family Rights Association

ASFA.....Adoption Safe Family Act

CAPTA....Child Abuse and Prevention Treatment Act defines child abuse and neglect as "at a minimum, any recent act or failure to act on the part of a parent or caretaker, which results in death, serious physical or emotional harm, sexual abuse or exploitation, or an act or failure to act which presents an imminent risk of serious harm."


CASA...court-appointed special advocates (usually volunteers) who serve to ensure that the needs and interests of a child in child protection judicial proceedings are fully protected.http://nccanch.acf.hhs.gov/admin/glossaryc.cfm

CBS....Community Service Board

CET.....Consultation Education Training is further education and training for CPS workers.

CHINS....Child In Need of Services

CINA....CINA - Child in need of assistance. This term is applied by the State of Maryland departments of Social Services and Juvenile Justice to children and adolescents who are abused, neglected, abandoned or mentally disabled. Situation in which Juvenile Court will assume jurisdiction.

Central Registry....a centralized database containing information on all substantiated/founded reports of child maltreatment in a selected area (typically a State).

CPS.........Children Protective Service

CPT...........Child Protective Team
Child protection teams provide expertise in evaluating alleged maltreatments of child abuse and neglect, assessing risk and protective factors, and providing recommendations for interventions to protect children and enhance their caregiver’s capacity to provide a safer environment when possible. http://www.cms-kids.com/CPTHome.htm

CSE.....Child Support Enforcement

DCF........Department of Children & Families

DCS......Department of Children's Service

DCYF.......Department of Children, Youth and Families

DFS......Division of Family Services

DOJ.....Department of Justice

FAQ.....Frequently Asked Questions

FOIA....Freedom of Information Act Like all federal agencies, the Department of Justice (DOJ) generally is required under the Freedom of Information Act (FOIA) to disclose records requested in writing by any person. However, agencies may withhold information pursuant to nine exemptions and three exclusions contained in the statute. The FOIA applies only to federal agencies and does not create a right of access to records held by Congress, the courts, or by state or local government agencies. Each state has its own public access laws that should be consulted for access to state and local records. http://www.usdoj.gov/04foia/

GAL.... In order to provide States with more flexibility in appointing a guardian ad litem, the CAPTA clarifies that such guardian does not have to be an attorney, but also may be a court-appointed special advocate (CASA). The Congress noted that, under the current system, there are more and more cases where an appointed guardian ad litem has no contact with the child and makes uninformed recommendations to the court. Therefore, language was added to clarify that the role of such individuals include obtaining a first-hand understanding of the situation in order to make an informed recommendation to the court (Congressional Record - House, September 25, 1996, p. H11149).

IEP....Individualized Education Program The purpose of this guidance is to assist educators, parents, and state and local educational agencies in implementing the requirements of Part B of the Individuals with Disabilities Education Act (IDEA) regarding Individualized Education Programs (IEPs) for children with disabilities, including preschool-aged children. (This guide does not address the development of Individualized Family Service Plans (IFSP) for infants and toddlers.)



IFSP......Individualized Family Service Plan (IFSP) documents and guides the early intervention process for children with disabilities and their families. The IFSP is the vehicle through which effective early intervention is implemented in accordance with Part C of the Individuals with Disabilities Education Act (IDEA). It contains information about the services necessary to facilitate a child's development and enhance the family's capacity to facilitate the child's development. HSLDA.....Home School Legal Defense Association

ICPC......Interstate Compact Placement of Children

JFC...Juvenile and Family Courts established in most States to resolve conflict and to otherwise intervene in the lives of families in a manner that promotes the best interest of children. These courts specialize in areas such as child maltreatment, domestic violence, juvenile delinquency, divorce, child custody, and child support.

Law Referee..family law referees or court commissioners shall be appointed by the presiding judge of the superior court in each county to provide for the expeditious establishment and enforcement of support orders http://www.azleg.state.az.us/FormatDocu ... ocType=ARS

INFO.....Information

MR....Mandated Reporter individuals required by State statutes to report suspected child abuse and neglect to the proper authorities (usually CPS or law enforcement agencies). Mandated reporters typically include professionals, such as educators and other school personnel, health care and mental health professionals, social workers, childcare providers, and law enforcement officers. Some States identify all citizens as mandated reporters.

NRCCPS...The National Resource Center for Child Protective Services (NRCCPS) is funded by the Department of Health and Human Services, Administration for Children and Families Children’s Bureau and operated by ACTION for Child Protection, Inc.

The Tech

PPD...Parens Patriae Doctrine originating in feudal England, a doctrine that vests in the State a right of guardianship of minors. This concept has gradually evolved into the principle that the community, in addition to the parent, has a strong interest in the care and nurturing of children. Schools, juvenile courts, and social service agencies all derive their authority from the State's power to ensure the protection and rights of children as a unique class.

QU.....questions

Recusal..... means the process by which a person is disqualified. He/she disqualifies themselves from a matter because of conflict of interest. A person may have a judge disqualified but, it is at great risk to your case.

RSS...Really Simple Syndication is an XML-based format for news content distribution. It is simple, fast, and light on your bandwidth.It empowers you to read and find the news you want.

SSS......Social Service Specialist provides counseling, consultation, therapy, and treatment planning or conducts group sessions in effective parenting skills to prevent family breakdown and to ensure the protection, physical safety, and emotional well-being of children in families experiencing difficulty. The Social Service Specialist provides protective services to children who must be removed from the home by implementing permanent plans for the children, recruiting and certifying temporary foster homes and permanent adoptive homes, and functioning in a liaison capacity between agency staff and substitute care providers.¿http://www1.ous.edu/owpd/plsql/owpd_pos_desc?p_pos_id=782

TMC....Temporary Manager Conservatorship The parents still have rights but CPS is responsible for the child's physical care. A child can be in TMC and in the physical care of a parent, grandparent or relative.

You may already know this, but there are two types of ChINS petitions (at least in VA)......There is ChINS (Child in need of services) and then what we call a ChINSuper (Child in need of supervision).....the "super" is considered "worse."

It would, I believe, be how your state chooses to classify them. Perhaps one means the type of degree s/he has obtained.

I am trying to figure out the difference between a 23c & a 23A is?
23c says (custody) Petiton & affidavit of disclosure
23A says Care & repsponsibility Petition, voluntary Placement Agreement & affidavit of disclosure.


Are they one in the same? Or different?

Do a search on your state government website. That term is not common to all states.

What about Intervention??? What's the real definition for this? I assume they are talking about real abuse, physical abuse and/or violence. but could that be mean with anything???? There was no violence or any abuse in my home, none whatsover. and yet they talk about "intervention". what's that about? If anybody know the meaning of "Intervention", please let me know. and Thanks in advance.

Frustrated...

I googled "child welfare intervention Canada" ... lots of information there.

Here's one:
Neglect and Abuse

Each province's legislation now defines those situations in which state intervention is required to protect a child, eg, those who have been orphaned, deserted, physically, sexually or emotionally abused, or whose guardians cannot provide adequate care, or those children whose behaviour is such that they are considered a risk to themselves or to those around them.

Under this legislation the responsibility for investigation and intervention lies with a provincial child-welfare officer or an organization mandated for that purpose (eg, a children's aid society). Such offices must investigate any complaint of neglect or abuse and take whatever action is necessary to protect the child.

I get the impression "intervention" is the word they're using for getting involved with a family, and starting a case. This doesn't mean they'll continue your case past the initial interview.

Thank you Linda, I appreciate it, I thought Intervention usually means like on TV such as Drugs and Alcohol addicition, or whatever they call it, there's none here. I don't see why there's a problem here. Daughter goes to work 3 to 4 times a week, she's almost 16 years old. and they spend most times at School. There are no abuse or anything here. It has to be false report by somebody who called.
But thank you Linda, I think I got a clear understanding of the word "Intervention".
