A Glossary of Terms

I am trying to put together a Glossary of Terms, such as meanings like this.
TPR....Termination of Parental Rights permanently ends the legal parent-child relationship. After parental rights have been terminated, a child may be adopted without parental consent. Termination may be voluntary, based on the informed consent of the parent, or termination may be involuntary, following court proceedings brought against the parent
When I came on the board I found I did not understand some of the posts because of what I call the shorthand version of CPS language etc. I thought it would be handy for people to go to one place and see what the meaning of some of these terms are.
I need your help though in compiling the information. If you could post a term being used to this post I can add it to the Glossary. Linda said that she would put it on the forums once I get it going. Each forum would have one so that all one has to do is go to the glossary index to find out what a term means. It will be a sticky on each forum for convenience.
These are the terms I have so far. Also there is a separate section below for terms used in your files when you are reading them
ACF......Administration for Children & Familes

ASFA.....Adoption Safe Family Act
CAPTA....Child Abuse and Prevention Treatment Act defines child abuse and neglect as "at a minimum, any recent act or failure to act on the part of a parent or caretaker, which results in death, serious physical or emotional harm, sexual abuse or exploitation, or an act or failure to act which presents an imminent risk of serious harm."

CBS....Community Service Board
CET.....Consultation Education Training is further education and training for CPS workers.
CHINS....Child In Need of Services
CINA....CINA - Child in need of assistance. This term is applied by the State of Maryland departments of Social Services and Juvenile Justice to children and adolescents who are abused, neglected, abandoned or mentally disabled. Situation in which Juvenile Court will assume jurisdiction.
Central Registry....a centralized database containing information on all substantiated/founded reports of child maltreatment in a selected area (typically a State).

CPT...........Child Protective Team

FOIA....Freedom of Information Act Like all federal agencies, the Department of Justice (DOJ) generally is required under the Freedom of Information Act (FOIA) to disclose records requested in writing by any person. However, agencies may withhold information pursuant to nine exemptions and three exclusions contained in the statute. The FOIA applies only to federal agencies and does not create a right of access to records held by Congress, the courts, or by state or local government agencies. Each state has its own public access laws that should be consulted for access to state and local records. http://www.usdoj.gov/04foia/
GAL.... In order to provide States with more flexibility in appointing a guardian ad litem, the CAPTA clarifies that such guardian does not have to be an attorney, but also may be a court-appointed special advocate (CASA). The Congress noted that, under the current system, there are more and more cases where an appointed guardian ad litem has no contact with the child and makes uninformed recommendations to the court. Therefore, language was added to clarify that the role of such individuals include obtaining a first-hand understanding of the situation in order to make an informed recommendation to the court (Congressional Record - House, September 25, 1996, p. H11149).

IEP....Individualized Education Program The purpose of this guidance is to assist educators, parents, and state and local educational agencies in implementing the requirements of Part B of the Individuals with Disabilities Education Act (IDEA) regarding Individualized Education Programs (IEPs) for children with disabilities, including preschool-aged children. (This guide does not address the development of Individualized Family Service Plans (IFSP) for infants and toddlers.)
IFSP......Individualized Family Service Plan (IFSP) documents and guides the early intervention process for children with disabilities and their families. The IFSP is the vehicle through which effective early intervention is implemented in accordance with Part C of the Individuals with Disabilities Education Act (IDEA). It contains information about the services necessary to facilitate a child's development and enhance the family's capacity to facilitate the child's development. ICPC......Interstate Compact Placement of Children
JFC...Juvenile and Family Courts established in most States to resolve conflict and to otherwise intervene in the lives of families in a manner that promotes the best interest of children. These courts specialize in areas such as child maltreatment, domestic violence, juvenile delinquency, divorce, child custody, and child support.

MR....Mandated Reporter individuals required by State statutes to report suspected child abuse and neglect to the proper authorities (usually CPS or law enforcement agencies). Mandated reporters typically include professionals, such as educators and other school personnel, health care and mental health professionals, social workers, childcare providers, and law enforcement officers. Some States identify all citizens as mandated reporters.
NRCCPS...The National Resource Center for Child Protective Services (NRCCPS) is funded by the Department of Health and Human Services, Administration for Children and Families Children’s Bureau and operated by ACTION for Child Protection, Inc.

PPD...Parens Patriae Doctrine originating in feudal England, a doctrine that vests in the State a right of guardianship of minors. This concept has gradually evolved into the principle that the community, in addition to the parent, has a strong interest in the care and nurturing of children. Schools, juvenile courts, and social service agencies all derive their authority from the State's power to ensure the protection and rights of children as a unique class.
QU.....questions
Recusal..... means the process by which a person is disqualified. He/she disqualifies themselves from a matter because of conflict of interest. A person may have a judge disqualified but, it is at great risk to your case.

SSS......Social Service Specialist provides counseling, consultation, therapy, and treatment planning or conducts group sessions in effective parenting skills to prevent family breakdown and to ensure the protection, physical safety, and emotional well-being of children in families experiencing difficulty. TMC....Temporary Manager Conservatorship The parents still have rights but CPS is responsible for the child's physical care. A child can be in TMC and in the physical care of a parent, grandparent or relative.
