The Sacramento County Board of Supervisors approved without comment Tuesday a report on Child Protective Services that found a sharp increase in the number of child abuse deaths last year.

The report, part of a self- assessment CPS does every three years, will be forwarded to the state Department of Social Services, as required by law. It found 11 children died in the county last year due to neglect or abuse, compared with four in 2007.

The assessment found the agency has fallen significantly below the state average for how quickly social workers respond to reports of possible abuse. It also found a worsening record in frequency of local CPS workers' visits to clients' homes.

The report comes amid a period of intense focus on CPS and its top managers. A $100,000 audit of the agency ordered by the county is expected to be delivered to supervisors by the end of this month, and people who have seen draft copies say it is expected to be harshly critical of CPS.

In addition, the county grand jury has been probing a series of problems – including altering of records – inside the agency.
