Response Time
Once it has been determined that an initial assessment or investigation is warranted, the next step is to determine the safety of the child and how quickly CPS must respond to the case. Many States have their own criteria for response times based on the nature of the maltreatment and the family situation.

The following factors generally are used by CPS agencies to distinguish between reports that require an immediate response, reports requiring a response within 24 hours, and reports that require a CPS response but do not involve immediate or continuing danger of serious harm to the child. CPS should respond immediately when:

Family may flee

This may require some interpretation and worker judgment. Transient families, homes that are not established, families with limited possessions, etc. Under any reporting circumstances involving a child being maltreated accompanied by an indication a family will flee, then the nature of the maltreatment must be considered serious until confirmation can occur based on the initial assessment.

Depending upon the nature of the report, respond within the same day.

Family hides child

This should be thought of in both overt and covert terms. Observations about a child being physically restrained within the home or parents who avoid allowing others to have personal contact with their child can be considered. This may include passing a child around to other adults, relatives or different homes. Regardless of the severity of the reported maltreatment, concern must escalate when children are being hidden

GIRLS FROM POLYGAMOUS HOMES FLEE CPS


Two girls placed in state foster care last month after fleeing from the polygamous community of Colorado City are on the run again.

This is the first time children fleeing polygamist families have been placed in state protective custody. Typically, the children have been treated like any other teenage runaways and returned home.

Specifically, in regards to Child Protective Services in some areas and some states, I have been told by a reliable source, that a planeload of 210 children from CPS was flown out of Denver, Colorado on November 6, 1997 to Paris, France. Later a second plane of children also under the care of CPS was flown from Los Angeles to Europe. I have also developed information through credible and reliable sources that in the past, children have been taken from Foster Homes, orphanages, and Boys Town Nebraska, and flown by private jets from Sioux City Iowa to Washington D.C. for sex orgies with politicians.

SAN BERNARDINO - They are stories people sometimes read about in newspapers or see on television: children savagely beaten, burned with cigarettes, or sexually molested by their foster parents.
Sometimes it's all of the above.
Rep. Joe Baca, D-Rialto, and state legislators Saturday heard such stories during an all-day forum at City Hall.
But the focus of the forum was to address another kind of abuse, that allegedly inflicted upon parents, relatives and others by child protective agencies nationwide.
Numerous complaints from people across the country about extensive abuses they say they have suffered by child protective agencies, primarily parents and relatives alleging they were stripped of their custodial rights, were snagged in a mess of bureaucratic red tape, and even falsely accused of crimes by inept social workers, prompted Baca to call the forum.

8. Finding-CWS had briefly left two children alone with their mother during a supervised visit which allowed the mother to flee with the children. Outcome-By the time the Ombudsman received this complaint, the family had been located in another part of the state. DCFS acknowledged the error and indicated it had reviewed the incident with the CWS worker. The Ombudsman took no further action.

This story picks up from an illegal nighttime raid by Portland Police on August 10, 2005 at the home of Roger Weidner (former attorney, prosecutor, and candidate for Oregon governor) in order to arrest Lynnae Lake and take her 9 year daughter, Emily, into 'protective' custody, but the genesis of the story lies in Lynnae's activities to bring legal action against a chemical plant located 5 miles from her home in Michigan. Accusing someone of being a 'child abuser', of course, and putting the Child Protective Services (CPS) dogs on them is the fastest way, unfortunately, to take out a muckraker these days The unbelievably abusive and criminal behavior of the Portland Police in this case exceeds anything that I've read of in recent memory. The child custody hearing on this case was moved up to Monday, August 15, 2005. Contact names involved with this case are listed below
