The father is the most likely sexual perpetrator. The only reason why the mother was "unable to protect" her daughter was because of her court-ordered visitation requirement with the father. Change that order, and the mother will be able to protect -- it's as simple as that. It seems that...

I have been following Gregory Hessions website since my case in 2004. I had not seen any recent data in recent times as of roughly 2006. The GAL is very private. It is clear that even CPS does not like her. That obviously made me LIKE her initially. INITIALLY being key here. Just from experience, a couple things....CPS has no consequences almost, nearly zero checks and balances. On paper it may say they only give recommendations and the judge/law has final say.
