When we hired an attorney to represent the baby in our case, he was then designated by the court to be Guardian ad Litum. There was no need for a CPS-appointed GAL if we were willing to pay for the baby to have representation.

After termination of your daughter's parental rights, you are no longer a grandparent; so the court would have no reason the grant you kinship rights.

Did you file an appeal of your TPR decision within 30 days? If yes, was a hearing held on your appeal? If you didn't file an appeal on time or it was rejected at hearing, then you have no legal recourse.
