Out of state Parenting classes

why does it take CPS so long to give u a referrell to take the parenting class that u can go and sign up for by yourshelf but then they will not except that one only the one they referr u to. What if you live in a different state can they really make u drive all the way to that state and take there classes in thier state . Even when the judge has approved u to take classes in your state CPS want refer it and want except it. What ever happened to the court ruling?

Good questions! CPS is a money-making agency for their county. When you complete your "services" in their county, they get the money for this. These services are paid from the federal social security fund.

If you did your parenting class in a different state or county, they couldn't get federal funding for that.

So there's the motivation.

Of course you could take parenting classes in a different county or state, but CPS "doesn't count that" . . . but the judge might. Who are you trying to please here anyhow? A CPS social worker, or the judge?

Truth is, you will never please a CPS social worker. They are your adversaries. They are working against the parents. They are not your friends.

The judge might also want the services completed in his / her county - because they want their county to thrive and federal funding helps.

You asked another question - why does it take CPS so long to make the referral to services. That is because they know that if you don't have your services completed by the next court hearing, they will have that to use against you in their court report and in front of the judge. It won't matter that the CPS agent's slothful behavior is the reason the services aren't completed; nobody will care about that in court. It will only matter that what the judge ordered isn't done.

I advise parents who are living in an area far from the county holding their children, to move to that county for the duration of the case, if at all possible. It is hard to complete the services if you're not in the area.

To recap your situation: Your son wants to his daughter, who is currently living in a foster home in KY, to be placed with him in IN. The mom lives in KY and is completing services to be reunited with her daughter.

I don't understand why KY CPS would expect your son to have to attend a parenting class in KY when he lives in IN. This is very unreasonable. If KY initiates a request to place your GD with your son, it will up to IN CPS to determine whether it is a suitable placement, or not. The hard step for you will be to get KY CPS to initiate that request. If IN approves the placement, it will be difficult for KY to deny it and keep her in a KY foster home.

As far as the money situation is concerned, KY is responsible financially for your GD while she is in the custody of KY CPS. This means that they will receive the same federal subsidies as if she were living in KY, even though she is placed in IN. There are no financial incentives to keep her in KY, at least as I understand it.
