FILING A 388 PETITION WHILE IN THE COURT OF APPEALS AFTER TERMINATION OF PARENTAL RIGHTS

Can i file a 388 Petition while im in the court of appeals after the judge ordered termination of Parental rights? Im very Detroit after the Judges orders. Im still fighting after they illegal seized my three children away from me. No evidence of child abuse or neglect. Im filing a lawsuit at this moment, im doing several other things as well. I just need to know if i could file this Petition 388.
