Removal to Federal Court

Hello, I'm in Michigan and I have a CPS case pending, and a federal case pending (USC 1983). My question is: Can the CPS case be removed to federal court under USC 1441?

I can see in IN re Rood, where the Michigan Supreme court has the opinion that a federal question is there, due to laws enacted under and pursuant to Federal law, so statutorial jurisdiction exists. What am I missing?

I was told by my attorney that the motion was frivolous, which causes all kinds of alarms to go off with me.

Please voice your thoughts on this if you have any experience in the courts with these things. I have yet to find a case in pacer that was removed, much less successfully. THAT in itself would be a help.

Look up my case. 6:16-cv-1038. Removed under 28 USC 1443
