With a broad statutory mandate to investigate "any matter concerning the public peace, public safety and public justice," the State Commission of Investigation undertakes investigations of corruption, fraud, organized crime, racketeering, money laundering, the conduct of public officers, public employees, officers and employees of public corporations and authorities, and mismanagement in New York State and local government.

Furthermore, the statutes that delegate powers to SPCCs lack the safeguards necessary to prevent SPCC members from abusing the authority entrusted to them.

Upon joining an SPCC, members are neither photographed nor fingerprinted, and are not subject to any State supervised screening process to ensure that only those persons properly suited to working with abused and neglected children are accepted into the organization. The Commission’s investigation revealed that this omission resulted in several SPCCs having members with criminal records, some of which included convictions for both violent and sex-related offenses. In addition, one SPCC employee was found to be the subject of six outstanding arrest warrants.
