2 Judges Plead Guilty in Scheme to Send Youth Offenders to Juvenile Detention
Thursday, February 12, 2009


SCRANTON, Pa. — Two Pennsylvania judges charged with taking kickbacks to send youth offenders to privately run detention centers have pleaded guilty to fraud.

Prosecutors say Luzerne County Judges Mark Ciavarella and Michael Conahan took $2.6 million in payoffs to put juvenile offenders in lockups run by PA Child Care LLC and a sister company, Western PA Child Care LLC.

The judges were charged on Jan. 26 and removed from the bench by the Pennsylvania Supreme Court shortly afterward.

The judges pleaded guilty Thursday in federal court in Scranton. Their plea agreements call for sentences of more than seven years in prison.

Just thought this topic needed a bump. Here's what I posted on the guest book (I forgot I had registered on the forum a long while ago.)


I wanted to see if you have posts about the scandal in Wilkes Barre, Luzerne
County, Pennsylvania regarding judges essentially selling kids into Juvie.

I happen to know one of the victims, and she will be quite a rich young woman
when the resulting lawsuit settles, but let's look at the trauma it has caused.
This young lady just turned 18, and she is basically disabled, permanently, due
to Post Traumatic Stress Disorder suffered while under LCJD custody, for a
petty shoplifting offense. She was under their custody for 4+ yrs, from age 13
on to 17 yrs.

Please place this story somewhere on your site where it'll get more attention
than the guestbook.

I'd also like to know if you have articles relating to how the "system" pays
fosterers but does nothing to help the families. They pay fosterers more than
TANF Welfare would have. If those families in crisis had been receiving some
financial relief, their situations would likely have been very different, and
likely improved greatly.

Why does the USA insist people should suffer, starve and live substandard lives
unless they are capable of earning a sufficient income on their own? What about
those of us who are disadvantaged or disabled to such a degree earning a
sufficient income is not possible. The impossibility of that premise is
becoming greater as this country is transformed into a new Third World for the
sake of cheap disposable labor.

Ohh did I mention, the kids sent to Juvie by those judges, were also forced to
work for the facility, unpaid. The govt was making profit coming and going in
this case, and the victims are only lucky that the judges happened to piss off
the wrong people and consequently were busted. If some politically connected
victims hadn't brought the law down on these bastards, this crap would still be
happening, everyone satisfied the system was "working as intended!"

Because, I do believe, the intention from the beginning was to degrade our
family situations and to break us all down into compliant drones working crap
jobs for subsistence wages.
