Does biological relation matter?

Do kids care whether they're raised from birth by their biological parents or by someone the state assigned to care for them, against the biological parent's wishes? Is there any reason to believe a willing biological parent would tend to be, in most cases, a better caregiver than a willing non-biological parent?

I wonder, because the social workers involved in my case never mention the topic of biological relation of caregivers as one that would be important in considering what arrangement would be in the child's best interests. The law also seems to care a lot more about avoiding any disruption in an existing caregiver-child relationship than about uniting kids with biological relatives.
