Someone on Facebook was saying that most parents are unfit, and therefore each time a new baby is born, a dependency and neglect case should automatically be filed against the parents, with the petition listing every possible reason why the parents might not able and willing to adequately care for their child. Only if the court were to find a preponderance of the evidence that they were fit would the case be dismissed; otherwise, they'd have to become fit by going through a treatment plan or have their parental rights terminated.
Is there any reason why the state shouldn't automatically investigate every parent to see if they have anything in their past or present that would indicate they're possibly unfit? This idea does seem to take the current philosophy of the system, that child protection is more important than preserving the family, to its logical conclusion.

Unless God provides us with a miracle change in the world, that's probably where this is heading. Already some states want to force every family with a new baby to be regularly visited by a baby care nurse... in other words, a mandated reporter sent to spy for the government while they're ostensibly doing something that seems kind and helpful.
