Parenthood as an exclusive, privileged club

Given that there are so many reasons for why you can be deprived of your kid, at what point does parenthood become an exclusive, privileged club that only the elite can be a part of? If you're too poor, or you use the wrong drugs, or you committed a crime, then your membership in the club may be revoked.

It's the same way with many other privileges, such as gun ownership. The state has been passing more and more laws limiting who is allowed to own a gun. If there's an active restraining order against you, or you're a felon, or you've renounced your citizenship, or any of a long list of other things, you're kicked out of the club of potential gun owners.

For a long time, progress was in the direction of a more egalitarian system in which you didn't have to be a white male property owner in order to have rights. Now maybe we're moving in the opposite direction, to where you have to meet a bunch of qualifications in order to exercise rights that used to be taken for granted not so long ago. The state passes laws criminalizing more and more behavior, and if you get caught breaking those laws, you lose your privileges.

There's a huge underclass of people who have been disenfranchised. Notably, blacks and other minorities are disproportionately represented among those who are losing their rights, including the right to raise their kids. Yet how often do we see any leaders in the "black community" talking about this?
