CPS approval of people you live with

What does CPS need to approve people a parent lives with? Whether a friend or relative or roommate? Do they have to pass a background check? What would disqualify someone? And do they have to take a drug test?

When my ex got guardianship of a nephew, I had one short interview with a social worker. The boy was taken because the mother tested positive for pot. Frankly, she also did plenty of meth, weed, and alcohol during the pregnancy. That child had significant issues.
Anyway, I don't recall a background check.
